Overall Project Financing: The consultancy services were financed directly by UMEME Limited under its operating and concession obligations as the biggest licensed electricity distribution concessionaire in Uganda. The approximate contract value is UGX 7 billion. The assignment formed part of the contractual requirements under the Lease and Assignment Agreement between UMEME Limited and UEDCL requiring periodic independent technical certification of the distribution network prior to concession expiry.

Consultancy Services: Independent Engineering Technical Assessment of the Distribution Network System across the entire concession area.

Consultant: NS Engineering Associates Ltd (NSEAL), Uganda

Contract Scope:

Inspection of poles, conductors, and structural integrity.
Assessment of pole installations, stay assemblies, and structural completeness.
Inspection of substations and switching stations.
Review of maintenance logs and operational records.
Assessment of vegetation management and wayleave integrity.
Inspection of non-network assets, including buildings, vehicles, and inventory.
Certification of network condition in compliance with regulatory requirements.
